does it make the horse have longer gaits
is it To avoid skin folds under the strap which could cause wounds
is it To warm up their horse's tendons

If I am understanding your questions correctly, it is to avoid pinching tender skin with a girth. A pinching girth can be really uncomfortable for the horse and also cause rub marks. I do it every time I tack up - right after I tighten the girth for the last time before hopping on.
